This news of mine will enable us to interpret past

history and by its light to realise what kind of thing Borodin really is; what ability he possesses and where his policy is in fact practicable. I have no great military knowledge, yet I know that when two enemies are engaged in the field, either party must know its own and the enemy's strength before it can be sure of victory at least it should know something of the character and capacity of its principal foe. Now Borodin is our principal enemy, and it is our business to know his past history. We have only heard that he was once in Turkey but was later expelled for attempting to use the communists to upset the Turkish Nationalist Party. But the Turkish Nationalists were power- ful enough to carry through the National Revolution, and therefore Borodin and all his Communist followers were forced

to take to their heels. The result was a situation almost exactly similar to the present state of affairs in China. I am told that of late Bar odin has asked the Japanese Naval Authorities at Wuhan if he can be permitted to leave the place on a Japanese gunboat when the inevitable necessity arrives. This show that his flight from Turkey, will soon have to be repeated in the case of China. He is ignorant of many things concerning China, and he thinks that China has to rely on foreign advisers in many matters.
